6677785: REGRESSION: StackOverFlowError with Cyclic Class level Type Parameters when used in constructors

1 This is a small quick test suite to (provide a framework to)
2 verify the output of a JDK build of the langtools component.
4 It verifies the contents exist and are minimally functional.
