6997456: Not possible to build just compiler2
Summary: Fix the compiler error. Allow to build just c2 specifying FORCE_TIERED=0 on the command line.

 Simple Build Instructions:

     cd make && gnumake

   The files that will be imported into the jdk build will be in the "build"

   directory.
